Use a rule for DNS Black list instead

My suggestion will be -
Since there is no $DNSWLSite tag in a memo, then you can treat all the memo are white list by default, except those has $DNSBLSite tag. You can check w/ the DNS Black list provider.
Then you can setup a mail rule to process the special case - when it's in DNS Black list


I'll also forward your problem to server team, to see if they can provide other suggestions.
